IN another sign technology alone won’t prevent crashes, a safety survey has identified frustration as a key factor in risky behaviour at urban intersections.
The RACV’s 2025 My Melbourne Road survey identified 84 intersections across seven urban areas in Melbourne where congestion and frustration are leading to the number one identified problem ‘risky behaviour by other drivers’
The annual survey received collected 12,400 responses from Victorians of the most dangerous intersections in Melbourne and also identified confusing intersection design
At the worst of these intersections, it noted traffic build-up contributing to aggressive and distracted driver behaviour
“The frequency of red-light runners has increased dramatically in the last couple of years. Cars are not giving way to people exiting trams,” it noted of Flemington Road and Racecourse Road.
Others like the Greensborough bypass roundabout have poor road design and are not adequate for the traffic flows.
“My daughter had a collision here. I am extra cautious to take a risk and enter this intersection on a daily basis,” one respondent wrote. “It’s extremely dangerous and needs to have proper traffic lights to save drivers’ lives. It is the ‘be quick or be dead’ policy each time you use this roundabout.”

Other areas like, the west of Melbourne were suffering from insufficient road development even while the population exploded
The report noted a lack of traffic signals and motorists taking risks resulting in a high number of observable near misses.
“Council is happy to build new estates, so more traffic but not update the roads in the area,” one respondent wrote. “The Hopkins Road exit in Deanside is crazy. If they have someone at the temple, the whole area is gridlocked. Bad planning.”
Campaign purpose
The RACV’s My Melbourne Road campaign is aimed at collecting data to advocate with governments for the most urgent upgrades to road design and grades the actions on less costly more immediate fixes through to more complex road overhauls
RACV Head of Policy James Williams says this year RACV worked alongside the National Transport Research Organisation (NTRO) to evaluate 364 metropolitan intersections, based on crash data, traffic volumes and intersection design, and identified 84 of the worst intersections for Victorians to vote on.
“With limited funding available for new or upgraded infrastructure, RACV has provided an evidence-based approach for governments to make targeted investment decisions across a range of budgets,” he says.
“We know that around 40 per cent of crashes in Melbourne occur at intersections, and if we are going to reach our Towards Zero target of halving road deaths by 2030, government needs to invest in fixing these intersections,” Williams says.
“RACV will use this data to continue advocating to governments for improvements to these high-risk, high-frustration intersections.”
